Fixed all styling for rules page.

Reorganized SCSS files for better structure and maintainability. Updated layouts to ensure consistent spacing, alignment, and responsiveness across components. Note: "Show exceptions" still needs to be fixed. Also fixed social icon spacing in the footer.
